PATROL TIME: Since the inception of the program
Phil has contributed over 250 hours of patrol time. In addition, he has
contributed untold hours while not on patrol contributing to improving the
overall COP program.
LEADERSHIP: (1) Phil has served as training
coordinator for five new volunteers who successfully completed their Phase
II training. He has, additionally, participated in the training program of
many other COP volunteers. (2) Phil has assisted in conducting the COP
monthly training meetings.
OPERATIONS INNOVATION: (1) Phil developed and
implemented the advanced Phase II training program. (2) He was responsible
for the creation of the combined Operations Manual /Map Book that is
maintained with each equipment bag. (3) Phil developed the informal
"Observation Training" game used to hone volunteer observation
skills.
EFFECTIVENESS: Phil has taken the lead in
organizing and implementing an effective plan for Halloween Patrols.
Notified by Chelsea Fire & Rescue of impending weather danger, Phil
quickly organized five standby patrol teams. Three were pressed into
service due to downed trees and power lines caused by the severe weather.
The Chelsea Town Council appointed Phil to the COP General Management
Committee.
