It
is a fundamental policy of the Town of Chelsea and the Shelby
County Sheriff’s Office to fully support organizations wanting
to become involved in crime prevention. The Town and the Sheriff’s
Office dedicate their resources to a cooperative effort with the
Citizens Observer Patrol organization throughout Chelsea. Town
officials and the Sheriff’s Office will take necessary steps to
ensure a successful joint venture between citizen volunteers and
the town. Thus, the creation of the General Management Committee.

THE
CHELSEA C.O.P.GENERAL MANAGEMENT COMMITTEE (GMC): |

(1)
The GMC will be made up of: |
|
|
(a) The town
councilman designated by the mayor as responsible for the Fire and
Law enforcement Committee will serve as chairman. |
|
|
(b) The deputy
designated by the Shelby County Sheriff to serve as the
interface between the Sheriff’s Office and the Chelsea COP
organization. |
|
|
(c) The chairman
of the GMC will appoint a third member to the GMC who
will oversee and direct the day to day activities of the
volunteers. |
|
|
(d) A fourth
member from the C.O.P. may be added at the discretion of
the GMC after membership in the program exceeds 20 volunteers. |
|
|
(e) The town
council must confirm all appointments to the GMC prior to
taking effect. |

(2)
The C.O.P. volunteers will report to and be managed by the
ChelseaC.O.P.
GMC. |
|
|
(3) The GMC
may terminate the service of any volunteer for failure to meet
individual requirements, for failure to follow the rules and
regulations or
for any other reason which in the judgment of the GMC is in the
best interest
of the program. |

(4)
The GMC will report to and serve at the will of the Mayor. |
|
(5)
Revisions to the C.O.P. Manual can only be made by the GMC with
the
approval of the mayor. |
